Terrorism Consequence Management Grant Ends - Training Continues

The WIA “Terrorism Consequence Management” (TCM) grant is complete, and the accomplishments under the grant are remarkable. During the eighteen month grant period, the CFFJAC developed curriculum for a sixteen hour Terrorism Response training program and a CD refresher; delivered twenty-eight Train-the-Trainer courses to nearly 650 trainers, shipped 33,000 student manuals to departments through out the state, and issued 10,000 certificates to firefighters trained at local departments with materials from the grant. Over 20,000 more firefighters are scheduled to complete the program using the materials sent to their departments.

Even though the grant is over, the CFFJAC continues to support the Terrorism Consequence Management training started under the grant. Dan Terry, Chair of the CFFJAC stated, “We are committed to supporting the continuation of terrorism response training. To that end, we will continue to document local training and issue Terrorism Consequence Management Certificates during the remainder of 2004.

“In addition,” he said, “I am pleased to announce that the CFFJAC Terrorism Consequence Management program has received approval from The Office of Domestic Preparedness (ODP) , making it possible for those local agencies that have received federal grants to use this program to conduct their training.” Click here to view related memo from the California Military Department.

As training is completed, the CFFJAC is asking departments to return class rosters so student certificates can be issued.

The final product of the grant was a CD Refresher Training Program. Five thousand of these CDs were shipped to departments that participated in the WIA grant. Each fire chief and labor president received a CD and training officers got a copy of the Facilitator Guide and a CD for each fire station in their department.
