Over the last 30 years, the California Firefighter Joint Apprenticeship Committee (Cal-JAC) has improved the quality of education and training in the fire service by setting a professional standard for firefighters throughout the state. Job Description:

The Director of Recruitment leads the development and execution of comprehensive programs to recruit diverse candidates for the California fire service. The ideal candidate will have the passion and experience to develop innovative recruitment strategies, propose initiatives that deliver tangible results, and brainstorm potential partnerships, external relationships, and methods for engagement with local communities. Leveraging those relationships to create regional and statewide programs to increase diversity and inclusivity in the California fire service will be critical. The Director of Recruitment also coordinates with fire agency recruiters, fire department management, and labor union leaders to share best practices, successful initiatives and strategies, and other useful information to enhance recruitment efforts throughout the state.


  • Manages the Cal-JAC recruitment team.
  • Oversees multiple recruitment programs.
  • Analyzes and evaluates the performance of recruitment strategies and programs.
  • Reinforces a culture of constant improvement.
  • Identifies and implements initiatives that increase the effectiveness of recruitment efforts within underserved communities.
  • Builds strong, collaborative relationships with other Cal-JAC teams, fire agency management, local union leadership, and external recruitment personnel.
  • In collaboration with the Communications Department, helps develop and ensures consistent messaging across recruitment platforms.
  • Is familiar with and actively engages on popular social media platforms.
  • Mentors and actively supports the professional growth of recruitment team members.
  • Documents job performance of recruitment team members.
  • Oversees the Cal-JAC Commission to Recruit Women for the Fire Service.
  • Sits on and/or reports to various external recruitment committees.
  • Stays current on fire agency hiring practices, trends, and obstacles.
  • Researches potential recruitment funding sources.
  • Develops and implements innovative ways to increase the accessibility of and participation in the California Fire Foundation Grant Program, which provides financial aid to low-income firefighter candidates in California.
  • Tracks the progress and oversees the mentorship of financial aid recipients.
  • Travels to meetings and events as needed.

Required Qualifications:

  • A minimum of three (3) years’ experience working in a senior recruitment position.
  • A reputation as a trustworthy, innovative, and organized leader.
  • The ability to recognize the interests, goals, and values of organizations.
  • The ability to create and sustain trusted relationships with community-based organizations.
  • Excellent networking and relationship building skills.
  • The ability to work in a fast-paced and constantly evolving environment.
  • Excellent communication skills, both written and verbal.
  • Project management experience, including program design, implementation, and evaluation.
  • The ability to work independently with minimal supervision.
  • Cultural competency with populations targeted for recruitment.
  • The ability to assess requirements and assign resources to meet project and program goals.
  • Experience creating targeted, clear, and engaging marketing materials and messaging for diverse audiences.
  • Effective interpersonal skills and public speaking ability.
  • Demonstrated management and supervisory skills.
  • Excellent computer skills and proficiency in Microsoft 365 programs, including Word, Excel, PowerPoint, and OneNote.
  • The ability to encourage team interaction and collaboration, including being responsive to change and respecting differing opinions.
  • Receipt and completion of the COVID Vaccination.

Highly Desirable Qualifications:

  • Fire service knowledge or experience.
  • Understanding of labor-management relations.
  • Certification or experience in diversity, equity, and inclusion strategies
